Dr. Paul Tong, PhD – Chairman & Director

A Director of the company since its founding, Dr. Paul Tong obtained his Ph. D. from the University of Manchester, U.K. in 1970.

Paul was a senior consultant of New World China Land Limited and a director of NWS Service Management Limited and Hip Hing Construction Company Limited. He is currently a director of Global China Group Holdings Limited and the chairman of Parson Brinckerhoff International Pte Ltd., an international engineering consultant firm.

Paul has over 20 years of extensive experience in both civil engineering and building construction. He is a Member of the Institution of Civil Engineers and the Hong Kong Institution of Engineers.

Stephen Chow – President and Director

Stephen brings to Asian Star Development a unique blend of Western business experience, combined with old-family, Chinese connections.

Stephen was born into the family of Mr. Chow Chee Yuen, founder of the Chow Tai Fook Jewelry Company (CTF), the leading jewelry company in Hong Kong and China. CTF is also the controlling shareholder of New World Development Company (NWD), one of Asia's largest conglomerates, and listed on the Hang Seng stock market.

From 1983 to 1990, Stephen was Senior Vice President of Hip Shing Land Development Ltd (USA) and from 1972 to 1994 he was President of Consolidated Investment and Construction Ltd in Canada.

In 1992, he returned to Hong Kong where he founded the Honpar Group, which specialized in property development, real estate holdings, service contracts and trading activities within China.

In 1997, Stephen founded Asian Star Development.

Stephen currently serves as the Advisor of Economic Affairs in the City of Taishan, Guandong Province, China. Stephen has also been appointed Honorable Citizen of Shilong, Dongguan, Guandong Province, China.

Paul Lam – Treasurer, Secretary and Director

A graduate of the University of California – Berkeley, Paul has served as the Company's Secretary and as a Director since its incorporation. Paul was formerly Managing Director of China Paint Mfg. He is currently Chairman of CNT, a publicly traded Hong Kong company.

Conway Chow – Director

A graduate of the University of Windsor, Ontario, Canada, Conway has served as a Director of Asian Star Development since 2002. He has over 12 years of Project Management and Management Consulting experience with PricewaterhouseCoopers and as an independent consultant. 

Albert Poon – Director

A graduate of the University of Southern California. Albert is an Associate Member of the Chartered Institute of Arbitrators, a Member of the Hong Kong Institute of Architects (HKIA) and is a Registered Architect in Hong Kong. Albert is well experienced in both Hong Kong and China and currently is the Senior Architect and In-House Architectural Photographer with Dennis Lau & Ng Chun Man Architects and Engineers (HK) Limited, one of the largest such firms in Hong Kong.

Brian Poon – Member of the Advisory Board

Brian is a structural engineer by profession, with over 30 years of wide ranging experience in North America and Asia. Based in Vancouver, British Columbia. Brian was a co-founder of Ng Chun Man & Associates, Architects and Engineers (HK) Ltd, one of the largest such firms in Hong Kong. As President of Jet Fast Consultants Ltd, he is involved in a wide range of ventures in Southeast Asia.

Sam Chow – Member of the Advisory Board

With 35 years experience in construction, structural and civil engineering, Sam resides in San Francisco, California, where he is President of ECD Construction, Inc. which provides contracting and construction management services for private and public sector commercial, residential and industrial projects. Prior to the founding of ECD, Sam worked with Davy McKee Corporation, where he was responsible for all aspects of civil and structural work on a number of multi-million dollar mining projects.
